Joseph “Scrap” Chandler, otherwise known as J.C. is also a member of the  Virginia Sports Hall of Famer helping to originate track and swim competitions as long ago as 1924. Chandler would begin his collegiate career at the college of William and Mary where he would hit tape measure home runs and break records in 880 and mile track competitions.

In 1942, Chandler transferred to the Norfolk division of the college of William and Mary which would later become Old Dominion University. During his time at Old Dominion, Chandler would become a coach, athletic director, and head of the health physical education program. Along with a new health and physical education field house, Chandler also ran a track program which included 26 consecutive meet wins and 4 little eight championships. While still receiving national recognition for baseball, Chandler also established a highly regarded swimming program. Chandler now has a fully endowed athletic scholarship under his name in memory of his accomplishments. The Old Dominion University swimming pool has since been named after Chandler.
