Notice of Race

The organizing authority is the USODA.Old Dominion University Sailing provides race management, facilities and support. Additional regatta support provided by the Norfolk Yacht and Country Club.

2. Schedule:Regatta format will be determined the number of entries.Registration and Racing will be conducted as follows:

3. Organization and Rules:This regatta will be governed by the Racing Rules of Sailing (2005-2008), including Appendix D (D2.3 (a)); the Class Rules for International Optimist Class, the General Conditions for the USODA Championships. All questions of rule interpretation or procedure shall be addressed in writing to the USOSA President before the regatta or to the official USODA Representative at the regatta.

4.Eligibility:Sailing club or junior program teams sailing International Optimist Dinghies may enter by completing registration with Old Dominion University - Sailing. All competitors must be members of their respective national class organization. Registration will not be complete without satisfactory proof of such membership. USODA memberships will be available at registration.

5.Entry fee:The entry fee is $60 per sailor, made payable to Old Dominion University, includes regatta souvenir and lunch both days.Please submit one check per team. ($300.00 for 5 person team or $240.00 for 4 person team.) Entries received after July 20, 2005 must include $15.00 per sailor late fee. (This entry fee includes the $10 charge levied by USODA.)

6.Registration:6.1Teams shall be registered with Old Dominion University - Sailing in Gold or Silver Fleet based on team racing ability. Silver fleet course will be for sailors with limited team-race experience. Teams consist of up to 5 sailors of which four will sail each race. Substitutions will be allowed between races. No sailor may be registered or compete for more than one team.6.2Team Race registration forms can be downloaded from www.2005optinationals.com. All team registration forms must be submitted by July 29, 2005 with all entry fees paid by 8:00 pm July 29, 2005. Registration includes submission of all team members' completed registration/medical consent form, and entry fee and assessed late fees.6.3For planning purposes, RSVP your team's intent to compete by sending an email to mbrindle@odu.edu prior to July 20.

7.Sailing Instructions:Sailing Instructions will be available at on-site team check in and registration. Preliminary, "un-official" sailing instructions may be posted at the event website.

8. Racing:The racing areas for both silver and gold fleets will be in the Elizabeth River off the shores of Old Dominion University.

9.Course: The course will be a `N' course with an offset weather mark.

10.Protests: RRS Appendix D 2.4(b) shall apply for all races.

11.Personal buoyancy:Each competitor must wear a US Coast Guard approved personal flotation device (PFD), properly secured at all times while on the water, unless when temporarily adding or removing clothing. Failure to wear the PFD as required may result in a penalty up to and including disqualification. This changes RRS 40.1 and the preamble to Part 4 of the RRS.12.2 While on the water each competitor must have a whistle attached to his or her clothing. Competitors not complying with this requirement may be protested, and if penalized may be given a penalty of five (5) points for each race in which the competitor fails to comply with this requirement.

12.Safety:Parents/guardians are responsible for the safety of the sailor, which means that they must make the decision whether or not their sailor(s) can handle the conditions at the beginning of the day. On the water the sailor will make that decision.

13.Support boats:One support boat for each team may be registered. All registered boats shall prominently fly a flag supplied by the Race Committee, at all times while in the water. Registered boats may enter the designated "coaching" area according to the sailing instructions. All other boats must stay outside the course area at all times unless directed by a regatta official. No car launching of coach boats or spectator boats will take place at the Old Dominion University Sailing Center, nor will there be overnight dockage at the Old Dominion University Sailing Center.

14.Measurement:14.1Competitors are allowed to use only one hull, daggerboard, rudder (with tiller and extension), mast, boom, sprit and sail during the regatta. Substitution of such equipment shall occur only with the Jury's approval.14.2All boats shall meet USODA measurement and safety requirements. Safety and measurement checks may be conducted.

15.Liability:Participants compete entirely at their own risk. All competitors and their parent/guardian must sign a waiver.

16.Scoring:Appendix D shall apply.

17.Trophies:Prizes will be awarded to the top 3 teams in both the Gold and Silver fleets.
